The GOP-controlled North Carolina State Senate has been sitting on legislation for more than a year that would make it illegal for transplant centers and medical practitioners to discriminate against those “unvaccinated” against COVID-19 by denying them life-saving organ transplants.
Yulia’s Law passed the North Carolina House of Representatives by a vote of 91-24 on May 2nd, 2023, but has been stuck in the GOP-controlled North Carolina State Senate ever since, with Senate Rules Committee Chairman Bill Rabon refusing to move it forward.
Under the legislation, which is officially known as HB 586 in the House and SB 644 in the Senate, hospitals and transplant centers in North Carolina would be barred from denying life-saving transplants to patients based on their COVID “vaccination” status.
The bill is named for an unjabbed teenage girl named Yulia, who was adopted from Ukraine as an orphan by a U.S. Army family. Amid the COVID “pandemic” and the push for mRNA jab mandates, Yulia suffered kidney failure due to a genetic condition and was in life-or-death need of a kidney transplant.
She spent well over a year on dialysis, fighting for her life, but still, she was denied medical treatment by North Carolina’s Duke University Hospital, because she had not been “vaccinated” against COVID, even though taking the “vaccine,” which ranks as the deadliest in human history, could have put her life at an even greater risk.
Duke’s refusal to operate on Yulia nearly killed her, and it forced her family to absorb the massive medical and travel costs associated with seeking treatment elsewhere.
Last year, thanks to an outpouring of prayer and support, Yulia was able to receive a transplant at East Carolina University and begin the road to a full recovery, but nothing is stopping Duke, or any other hospital in the state for that matter, from abusing and even killing others through medical discrimination, which is why passing Yulia’s Law is so important to so many people.

Yulia’s adopted American parents, Chrissy and Lee Hicks, have been fighting for the passage of Yulia’s Law for over a year, but the North Carolina State Senate has refused to move on it.
What’s more, is that a crooked attorney who promised to help get the family and other potential victims justice in court ripped the family off, by taking their money and then refusing to move on the lawsuit until the legislation is passed.
But the Hicks family is not giving up on their fight to pass Yulia’s Law and hold Duke University accountable for its discrimination against an unjabbed child and they are asking supporters to email members of the State Senate to get the bill passed.
