Newly declassified documents from the Director of National Intelligence’s office reveal that Hillary Clinton crafted and executed the false narrative tying then-candidate Donald Trump to Russia as “a means of distracting the public from her use of a private email server.”
Director of National Intelligence John Ratcliffe declassified hand-written notes from former CIA Director John Brennan that prove he briefed former-President Barack Obama on a scheme hatched by Clinton to deflect the public’s attention from her email and email server scandals prior to the 2016 General Election.
Brennan’s notes verify that he briefed Obama on the true intelligence the CIA compiled on the matter and a CIA memo referring the matter to the FBI for investigative action.
“We’re getting additional insight into Russian activities from [REDACTED],” Brennan notes read. “CITE [summarizing] alleged approved by Hillary Clinton a proposal from one of her foreign policy advisers to vilify Donald Trump by stirring up a scandal claiming interference by the Russian security service.”

Ratcliffe’s move to declassify Brennan’s notes comes after he shared newly-declassified information with the Senate Judiciary Committee last week. Those documents showed that in September of 2016, intelligence officials issued an investigative referral on Hillary Clinton stating she approved “a plan concerning US presidential candidate Donald Trump and Russian hackers hampering US elections.” The referral maintained that the purpose of the plan was to distract the public from her email scandal.
That referral was sent to then-FBI Director Comey and then-Deputy Assistant Director of Counterintelligence Peter Strzok.
Those documents read, in part, “Per FBI verbal request, CIA provides the below examples of information the CROSSFIRE HURRICANE fusion cell has gleaned to date…An exchange [REDACTED] discussing US presidential candidate Hillary Clinton’s approval of a plan concerning US presidential candidate Donald Trump and Russian hackers hampering US elections as a means of distracting the public from her use of a private email server.”
In a letter to the Senate Judiciary Committee, Ratcliffe said the Obama administration had received Russian intelligence in July 2016 with the allegations against Clinton. The intelligence included the “alleged approval by Hillary Clinton on July 26, 2016, of a proposal from one of her foreign policy advisers to vilify Donald Trump by stirring up a scandal claiming interference by Russian security services.”
Nick Merrill, Clinton’s spokesperson, called the allegations “baseless b———t.” But Ratcliffe pushed back on the idea he was advancing Russian disinformation. “To be clear, this is not Russian disinformation and has not been assessed as such by the Intelligence Community.”
